Downloading zip code file

I have attempted to download the zip code file, and it keeps giving me Error Code 2. Can you tell me what that is, and what I need to do?

The issue here is the firewall associated with Windows service pack 3. To get around this use the following direct link to download the Zip Code file:

http://organizersdb.org/1.0/zipcodes.exe

When you run this file on windows it will expand into a file called zipcodes.mdb which can be stored in the same folder as your ODB database. Restart ODB and everything should work.

I can download the file but the cab doesn't unpack...
I also can never connect to the server to check for updated version of odb, which I assume is related to the same service pack 3 problem....
Any ideas?
